A BIP is a roadmap to align and synchronize all actors and guarantee best BIM implementation in less time possible. Universities are a special kind of implementation, but not quite different from other public and private institutions.

In an AECO organization, BIP is not only a commercial contract but a compromise. If the organization are not engaged in the implementation, BIM MANAGERS go out and resign. It is not possible to implement someone that can not change. But in this case, the BIP must guarantee something that seems to be impossible.

Universities and institutions, knows the role to play, but not how to go there, and in almost all cases does not recognize this problem. Time passes by and the opportunity were lost a decade ago. Time of top-down strategies passes. This situation requires to find creative and confidence methods from the bottom-up, to guide universities to the right place, the place they want to reach.
